BCDA’s Legacy: Turning Former Military Bases into Engines of Growth

The Bases Conversion and Development Authority proves that smart partnerships can transform underutilized Philippine properties into economic powerhouses.

In 1992, the Philippine government created the Bases Conversion and Development Authority (BCDA) with a mission that is as ambitious as it is transformative: turn former military bases into thriving centers of growth. More than 30 years later, BCDA stands as a testament to the power of effective public-private partnerships, driving change on a national scale.

Engr. Joshua Bingcang, the President and CEO of BCDA, reflects on this transformation: “BCDA has always been a good example among government agencies engaging in public-private partnerships (PPPs). We did not achieve everything by ourselves—we’ve had solid collaborations with the private sector and ample support from the national government and the communities we serve.”

Under BCDA’s stewardship, properties like Bonifacio Global City, Clark Air Base and Camp John Hay have been revitalized into bustling hubs of commerce, providing an economic boost to Metro Manila and beyond.

Growth Through Smart Partnerships

Through strategic PPPs, the organization has worked hand in hand with both local and international developers to ensure that every project aligns with long-term economic goals.

“BCDA’s approach has always been about working with the private sector, not competing with them,” explains Bingcang, who is a pioneer officer at BCDA. “We are a developer’s market and a partner, not a competitor. We’ve always been able to work together to make sure that business districts, like Bonifacio Global City, thrive and grow, allowing private companies to succeed alongside us.”

This partnership-driven model has proven successful, attracting investors and developers from across the globe. In Clark, for example, the recent opening of a new international airport terminal, managed by Singapore’s Changi, and the development of the smart and green New Clark City, have set the stage for even greater future success.

“Our master plan carries with it a long-term vision of what the project should look like in 25 years,” Bingcang states. “Whatever work we do in the course of the program’s implementation, we always stay true to the master plan’s objectives and vision.”

Empowering Nearby Communities 

While BCDA’s large-scale projects have reshaped cities and created world-class infrastructure, the organization is equally focused on improving the lives of local communities. Through job creation and other CSR programs, BCDA ensures that the benefits of these projects are felt by those who live nearby.

“While our projects are of national importance and are being implemented over many years, we ensure that even in the short term, they must have an immediate impact on the communities in terms of employment, livelihood or education. As a result, people will remain appreciative every step of the way of what our organization is doing for them and the country,” explains Bingcang, who completed executive training in urban policy and governance at Nanyang Technological University and in public-private partnerships at the Harvard Kennedy School.
